Scuff it with a red Scotch Bright. Clean it off with wax and grease remover. And us this as a base.
Do that and cheap acrylic paint from Wal-Marx.
I've coated cosplay plastics of unknown composition with gesso to get a real paint to stick. It takes a while to dry, but I've had good luck with it on pretty much everything.
Go with organically grown, locally sourced, renewable material skulls instead?
