There are two separate I-84's

Interstate 84 (east) - from Scranton, Pennsylvania to Sturbridge, Massachusetts at the Massachusetts Turnpike (Interstate 90)
Interstate 84 (west) - from Portland, Oregon to Echo, Utah

Look, it should be common damned-sense. If you're going to have a ZAV, you have to keep the damned Zombies out of it! If you can't do that, at least take the keys out of it to keep them from driving it.

Also, I've got the car-theft scenes from Zombieland playing through my head right now.
