I wonder what the reality of that is.
Like if some wallstreet waste or oil baron bought it, how viable would reuse be? Can you just pull into NASA with a rocket on a trailer and ask for a fill up?
While I'm sure the airforce would likely try to shoot down am unapproved launch, are there any real laws or regulations about a civilian using a transport rocket?
Yes, actually. The FAA regulates rockets. This would be a Class 3.
(b) Class 3—Advanced High-Power Rockets. When a Class 3—Advanced High-Power Rocket requires a certificate of waiver or authorization the person planning the operation must provide the information below for each type of rocket to the FAA at least 45 days before the proposed operation. The FAA may request additional information if necessary to ensure the proposed operations can be safely conducted. The information shall include for each type of Class 3 rocket expected to be flown:
(1) The information requirements of paragraph (a) of this section,
(2) Maximum possible range,
(3) The dynamic stability characteristics for the entire flight profile,
(4) A description of all major rocket systems, including structural, pneumatic, propellant, propulsion, ignition, electrical, avionics, recovery, wind-weighting, flight control, and tracking,
(5) A description of other support equipment necessary for a safe operation,
(6) The planned flight profile and sequence of events,
(7) All nominal impact areas, including those for any spent motors and other discarded hardware, within three standard deviations of the mean impact point,
(8) Launch commit criteria,
(9) Countdown procedures, and
(10) Mishap procedures.

This is a rocket left over from a launch last week or so. They did a high energy approach to the landing and dropped it in the water so they wouldn't damage a barge. It survived, unexpectedly. It's not one of the Heavy cores.
BTW, one of our customers is an amateur rocketeer. He mixes and casts his own solid rocket engines and is hoping to get into orbit with a multi-stage in a year or two. Fascinating guy to hang out with.
We're currently building him a V8 ND that he's planning to turbocharge. You know, because.
At least one too many zeroes in that price. Restoring that thing will cost a fortune. Probably full of rust.
