Yes, but being from Michigan, I just assumed it was the normal rust piles we find when I car parks for too long.
could have been the spare tire blowing off the bead, ever see a split rim tire go boom, looks the same only it goes higher. Maybe the tire was just "repaired" and it was over inflated to set the bead...
