This is in a VW cabriolet. Is this to lock-out the rear windows, or to make them go up/down together?

Push it,and find out. Probably an ejector seat though so watch out.

The center is a window lock the on on either side are the rear window switches

I thought it was a window ejection button. The Germans invented it to allow racers to more easily lighten their cars for racing.

It is probably the button to lock out the rear windows, my car has the button also. Don't think it works though, must be a common thing on german cars.

The left most button that has a picture of a key on the window is to override the window controls for all of the passengers. The other button that features a window picture with a down arrow is to roll down all the windows at once, and the other buttons are individual window controls.

Now, whether any of those buttons will actually do those things remains to be seen.
