I have an old Tootsie Toy Beetle that has a broken bumper mount.  The chassis is slightly pliable and not rigid.  So it is not like most styrenes I have seen.  Any idea what to use to reattach the bumper on one side for a re-build?

The only marking on this gem is Tootsie Toy and Volkswagen.  It is too old to have a plastic type.

It's most likely polypropylene, which is not easy to glue.

This stuff is pretty good at bonding multiple types of plastic:

I think they also make a PP-specific glue.
