The Paselas are probably going to be the best bang for the buck in that price range. I would also check out Schwalbes or CST Tires. I've had CST before and they are good for the price. In the realm of cheap tires, I've had Forte Tires from Performance Bike before and those tires went through things they shouldn't have and held up.
I have a bunch of the pasela tires and it's variants sitting around my garage (and on my bike)... I prefer the cheap box standard ones... they ride well especially for the price... my touring bike I use some continetnal cyclocross SPEED ride 42c tires (actually more like 40mm wide)... but i'm a fatty on a loaded touring bike = need the extra volume plus they give a lot more comfort on sub optimal roads...
