The googles say it is an S10:
The Chevrolet S-10 Cameo is a limited production truck, made as a bid for the Typhoon-Syclone truck project, and was originally planned to be a 300-400 HP truck. The Cameo was in production from 1989 to 1991 in two different styles:
The Cameo: Complete wrap-around ground effects package
Cameo EL: Front and rear ground effects only.
The Cameo package included a sport suspension, complete ground effects kit, Cameo decals, rear roll pan, driving lights, high back bucket seats (Some models came with standard bench seat), and 15x7 rally wheels.
Chevrolet S-10 Cameo production numbers
Confirmed by Chevrolet
1989 Cameo 37 Produced
1989 Cameo EL 2,155 Produced
1990 Cameo 471 Produced
1990 Cameo EL 521 Produced
1991 Cameo 370 Produced
1991 Cameo EL 519 Produced
And here I thought it was the Camero version of the El Camino.
OK, I've seen an S-10 Cameo before, but "cameo el" didn't ring a bell with out any other info.
Cameo EL is the 4cly strippy model
Cameo is the 4.3 V6 loaded model
The real Cameo was built in the 50's. It was Chevy's 1st fleetside pickup and had fiberglass fenders.
I saw this one on the local craigslist a few days ago--

In short, I think it could be said that Cameo EL = Yawn.
that ones not even a cameo EL, it doesn't have the front bumper cover. (unless its missing)
EL stood for economy leader.
It's a car made by this guy:

actually there was a few that were more or less sticker only packages (why GM would do this who knows...)
per sportruck.com:
"Chevrolet S-10 Cameo - Chevrolet made a limited production of the Cameo S-10 from '89 to '91. The package included Cameo decals, a sport suspension, complete ground effects kit (including diving lights and a roll pan), and high-back bucket seats, although some models lacked the gound effects and high-back buckets. In 1990 the 4.3L V6 was added as standard equipment boosting power to about 185 hp. The trucks feature 15x7 ralley wheels wrapped in P215/65R-15 Goodyear Eagle GT rubber. The sticker price on a loaded S-10 ran about $16,000."
The body kit itself I always thought was pretty sharp, as most "minitruck" ground effects kit in the same era were incredibly cheesy. These molded and matched the lines of the truck quite well, and are a little smoother than those on a Typhoon/Syclone. Alot of the ones I used to see still on the roads were missing the front bumper cover. They'd get damaged or ripped in the snow here in Michigan, and their rarity and cost meant a standard S-10 bumper usually got bolted up in replacement.
I think the kit itself still makes a first gen look pretty sharp:
