It looks like he started out with an older bicycle frame and like Woody said extended the frame and bars or got new bars. Those front ends and brakes are available as are the motor and trans. kit.
One thing that makes it interesting is that it appears to have a cvt transmission. It may just be a gear reduction though. With a trans. and decent brakes it could actually be used for short commutes or fun rides. I don't know where to get that kit though. Looks like he's trying to get his investment back probably because he ran into some complications.
