Sounds like a classic case of failure to feed.  Weak magazine spring? (applies to staplers)

When is the last time you've cleaned it? Unless you're shooting a Kalashnikov, stablers care about being clean.

I have two of these at home. They're tanks, the old Swinglines.  mine are decades old.

I believe that would be classifed as a manually operated repeater, rather than a semiautomatic.
