Mazda gasket sets are all paper/cork gaskets, too.

Which is why I just make my own intake gaskets from rubberized cardboard gasket stock, use the RX-8 front cover gasket (o-ring problem? WHAT o-ring problem?) and Harbor Freight O-rings and Right Stuff for everything else. Most of my cost for a disassembly and reassembly is in the fluids since the front cover gasket is "infinitely reuseable" and the intake gaskets usually come off in one piece too.

California only. Hmm.

I've heard of some law there where if you are stopped by the police and they inspect your car and see that the VIN on the engine doesn't match the car, they can arrest you and impound/crush your car on suspect of stolen parts.

$3k could easily be administrative fees, Kind of a "market adjustment" thing.

2006 and later autos are not bad, and an auto to auto swap might be easier than auto to manual.
