How high is the deck?
Off hand from memory I'd say 15 - 18 inches. I opted for torsion axles with a steeper angle; yes the deck is higher but with lower tires you can open a car door.

Can you change the angle of the axle arms to change height without cutting and welding?
Don't think so.
15 is a lot different than 18. can you measure for me? My dad is seriously interested.

MrJoshua, I think I got them from Northern Tool. Even if the trailer won't fill your needs, here's the axles. Pretty sure you have to select the angle when ordering.
