I am planning to purchase a complete brake kit - front and rear rotors, front and rear pads.  I think the rears are good enough for the challenge, so I'll save those parts to install after the challenge to save budget (thinking cash in the envelope here, I know it is exempt in the normal $2k classing).  Does 40% of the total price of the kit for a pair of rotors and 10% of the total price for pads seem reasonable (so 40+40+10+10 = 100%)?  Does this need a FMV assessment, fall under reasonable budgeting or do I need to account for the full kit whether I use it or not?

OE-level replacement brake parts for your application are free to your challenge budget.

Planning ahead for "cash in the envelope" subclass.  If it happens.  If not I'll do the rears shortly before the Challenge.

Id say 25/25/25/25 for split up. 4 separate parts included in the kit, divide tge whole by 4

Do they sell a separate front kit and rear kit that match the components in the kit you have? If so use those prices to proportion the front & rear portions of your kit. Example: front kit is $300, rear kit is $150 & total of separate kits is $450. Front of your kit is $300/$450 = 2/3. Use 2/3 of the cost of your kit for the front value & 1/3 for the rear value.
