Look on Craigslist, loads of them turn up there, but sell quickly so you have to jump when one gets listed.

You just missed a complete 71 standard Beetle in B'more that just needed floors and some TLC. $500 took it home. I had a buddy go look at it for me and he was terrified when he saw the floors, wuss.
I have a friend that is selling a 71ish NSU. It's air-cooled, and sort of a VW, only way cooler, and you won't see another on the road. Also it's not a beetle.
In reply to VWguyBruce: Yeah. I hesitated and lost out on that one. Been kicking myself ever since. Darn you. But, it does need a lot more than floors. The parcel shelf is soft and the rear enclosure above the floors is gone too. You will also need to find correct 71 seats. The list is long but I really liked Gil. Nice honest guy.
In reply to Mazdax605: Careful, I love beetles. I've owned 2 Porsche 356s, a ghia, 2 buses, a 411, a 912, 3 air cooled 911s, a 914 and 6 bugs. I'll take a bug over the ghia and the 356s.

That '74 doesn't look too bad, but it's a Super Beetle. Superb handling when new, if you get serious email me for the bad news.
How much rust and not driveable as is can you deal with? I've been casually eyeballing bugs lately, mostly 69-73 standards, seems under $2000 within road salt coverage is only going to buy a beater that needs floors and heater channels (be careful to get the good replacements, not the thinner than OE ones) or a somewhat nicer car in boxes. Get out of the salt and you can buy a pretty nice rust free driver for ~$3000 no problem.
FWIW I know the seller of this one. Good guy. Car is a big project but priced appropriately. Please go buy it so I can stop thinking about it.
