check my post re: saab 9000 turbo. you would need new wheels if you want to use 14" tries but 14" wheels are cheap or some saab person would trade you the much more desirable 16s on my car.
that miata would be a steal at that price.
realistically at the budget of $2018 including maintenance and repairs your options are as follows:
BG chassis (mazda or ford, take your pick); $2k gets you A LOT of BG, you can get one, BP swap, sephia G series box, axles and MSP limited slip and get a second exhaust cam for the intake/exhaust cam swap all within budget. Yes you'll be making a mere 130ish HP, but you'll be 2300lb or less, have a limited slip, short wheelbase and suspension travel. You'll want to be sub 2400lb, have a limited slip available for the chassis within your budget, suspension travel and a nimble chassis, short gearing would be a bonus, any selection that doesn't fit that formula is going to be a recipe for disappointment regardless of drivetrain layout.

I agree, Shawn's miata is one of the best options I have. SWMBO really doesnt want a miata, but we will see how it pans out.

I bought my b13 for the purpose of running both AutoX and RallyX.
Checks alot of your boxes- 4x100. 4 wheel disk breaks and suspension. these make great rally cars just ask GRM member Bubs!
This car has LSD and makes 185hp. It would dominate all you would need to do is put stock springs on it.
