I think what he means is, at least partly anyways, is doesnt have the charcoal canister setup under the hood. which if its missing, will generally fail you for emissions.
common mod to clean up the look underhood, but those shortsighted enough throw out the parts and realize they fail emissions without them. I got lucky and hadnt thrown out my parts many years ago.
I put a buddy in Macon onto this one. I'm totally digging the camo livery.
