Not from the factory. It's probably an aftermarket kit with fiberglass fenders. Not terribly common, but a guy down the street from me had two of them.
those look like 73-87 chevy stepside fenders.
There was a Toy Truck with that bed in the junkyard this past summer. It's fiberglass.
