Very tempting, but if a dealer, even (or maybe especially) a buy here pay here can't fix this for a flip it seems like there must be some fatal issue. Right?

Depends... if the engine has low compression and they're thinking it needs a rebuild then they could easily have decided that the costs of fixing it would put more money into it than they were willing to do to make a profit off of. Also could be likely that their in-house mechanic just doesn't know and/or want to deal with a rotary engine rebuild.
