It reads to me like the front of the wheel opening is the farthest rearward you can go. This is the way I'd read the quoted sentence.

I agree with Not A TA on the rule interpretation. It sounds like the person you are talking to is getting hung up on the 4" portion of the rule, which is a vertical offset from the hub centers, not a longitudinal offset.
What you have laid out in your picture is the simplest interpretation of the rule.
