530 is northern California, from the Sacramento area north to the state line, excluding the coast. Just due to population density, my money is on a location near Sacramento.
California DMV back fees are absolutely extortionate. Shouldn't be a problem for someone hauling it out of state.

I mistakenly typed "503" when searching, which came up as Portland. 
"DMV back fees" made me think Cali at first, as I have bought several vehicles cheaply out there for that exact reason.
