NMNA - - For $7k I am suspicious. Or I should learn more about these?

My buddy sent me that ad earlier and said he wished he had $7k laying around. Looks intriguing for the price. Scarce on details. "Needs work" covers a lot of ground from oil change to total rebuild.
I found this on GRM that goes into some detail of the parts Article However a beat up school car might be pretty tired. I still think they are cool.
That seems suspiciously cheap but if that's legit that's a lot of car for the money. I've got a buddy with one of those and it's a serious bit of kit.
Things I do have: $7k laying around
Things I don't have: A Facebook account
Not having #2 allows me to have #1

Used my sister's FB account for longest time to conduct my Marketplace exploits. Eventually got sick of explaining how I wasn't the female teacher they thought they'd been messaging, so made my own.
In reply to Spearfishin :
Facebook banned me twice. Hear me out.
First time, I created an account with a throwaway (but valid) email address. Banned immediately - as in, within the first 5 or 10 seconds. I had posted nothing, clicked on nothing. Just banned immediately, legitimately without doing a single thing (let alone anything against their TOS).
Some time later I tried gain with a regular email address that I've had for 20 years. Banned within the first few minutes. I had browsed for maybe 30 seconds and, of course, had neither posted nor commented on anything. I went through their ID verification and appeal process. The ban was upheld.
In both cases I'd genuinely done not a single thing and was banned straightaway. Okay, I get it, Facebook doesn't want me. That's how it is, then.
And because of that I have an additional 7k tonight.

That's just how it works, took me a few years to get an account, third try.
Good to know it wasn't just me.

My account took two tries! Ironically, using my real name got blocked, appealed, still blocked.
Tried again, this time with a very obvious alias, and it stuck. Wasting money on Marketplace for like 3 years now as Rusty Shackelford (FB immediately told me that Rusty Shackleford wasn't kosher, but a quick flip to Shackelford and I was in! Pocket Sand!)

Dunno, to be honest. Is there a driveline under that fiberglass?
Response from the seller:
"Hi. The only issue with it is a short circuit. Last year I got a new battery for it, the pump would start, but a fuse would blow when trying to start the car."
i also sent an inquiry to the guy, got the same response. I don't need a third race car, but the want is very strong with this one.

Same, to both of your comments, haha.

My buddy who initially sent me the ad called me on my way home this afternoon to deliver bad news about their dog they've had forever, but once we got through the condolences there, his next question, "dude, you didn't buy that Panoz, did you? I saw it sold..."
Nah, not this time!

Was it on the same computer, in the same house? If so, its likely IP address related.

I personally wouldn't call it a "serious bit of kit". For someone looking for a "track-day" car, by the time you fix the underlying issues that this car has, upgrade everything that would need upgraded, it would turn into a fairly large investment.
If someone wanted to use it as an actual race car, it’s an even worse proposition. In SCCA, it's classed in GT-2, where it is a rolling chicane. They are actually in the way for GT-3 cars. No idea where it would be classed with NASA, but probably nowhere where it would be competitive.
