If I were to rebuild a ~1970 engine here in the U.S. and ship it to a customer in Nova Scotia, does anyone know what sort of customs duty he's have to pay on it? Is there a cut-off year? Can it be called a repair, or is it a new product he'd be importing?

Alternatively, I could ship it to Connecticut and the guy could pick it up and haul it to Canada himself. Does that make any difference?

Antique auto part since it is over 30 years old.

What ever you do do not under value it. They get grumpy about that. Be honest about the cost.

He will pay PST/GST Provincial and Fed tax.
