Yes, you dont just tack on the flare you remove all the sheetmetal underneath. That photo doesn't even show the extent of the final butchery of the fender. You'll end up with plenty of space for movement.

Ok, I can handle hacking

On GMs the front fender is supported by the inner fender well, but I can just ditch the inner fender well and support the fender in other ways. The rear fender won't be too tough since I'll have to mini-tub it anyway.
