So the car itself is somewhat special to me (VW R32), but I want to fix/stop the spread of rust. I'm ok with a tape line around the ridge. where the emblem fits, the proper way would of course be to clear the entire panel.

My thoughts on a lasting repair:
- Tape off everything except this area.
- Wire wheel with dremel/drill to clean it up.
- Rust converter base (por-15/rust bullet?)
- Primer.
- Rattle-can touch up paint that came with the car.
- Clear and buff as needed.
Anyone got any thoughts on a way to properly touch this up and stop the rust?
That’s exactly as I did. I can’t load your Imgur right now (my internet sucks). But I did the exact thing. The only downside is, as you said, the the tape line will show once the paint is put on.
Be sure there's no rust on the inside of that lip or your efforts will not last as well. Otherwise your proposed repair will be fine.
Wire brush and see what direction the rust is coming from. If coming from the inside you need to get in from behind and address it. If it is surface rust from chipped paint or something your repair will work.
That looks like surface rust. I think your plan of attack is fine.

Small update, the repair went well in my opinion. I learned some things I can take with me for the next couple of spots I need to tackle.

Thanks man. We shall see how it comes out long term. Hopefully the POR-15 seals anything that may have been in the metal.
