The build is for next year, so as long as they explain soon after the challenge, we'll be able to implement it.

That's not correct. You can't break it down by percentage.
Concours is only 20% IF you earn the maximum AND are in first place.
Drags are NEVER 40% of the total, because the track time in autocross is significantly more.
Here's an example (Note, that I made the numbers match the ones in the rules intentionally):

Concours 23 pts, Drag 11.7 sec, AutoX 62.5 sec.
Dynamic time 74.2 sec, Score 100, Points 123

Concours 16%, Drag 9.8%, AutoX 50.7%
Car # 2 (Winner)
Concours 25 pts, Drag 12.2 sec, AutoX 62.8 sec.
Dynamic time 75 sec, Score 98.9, Points 123.9
Concours 20.2%, Drag 9.8%, AutoX 50.7%
If we add a 3rd car to the mix that is pretty slow, but does a great job on the Concours, his Concours score could exceed 25% of his points:

Concours 25 pts, Drag 15.5 sec, AutoX 85.5 sec.
Dynamic time 100.5 sec, Score 74.6, Points 99.6
Concours 25.1%, Drag 15.6%, AutoX 85.3%
That's how slow cars sometimes place high- they do well in the Concours.
Question: Where does welding wire fall? Budget for a whole spool and run with it?
What about bondo, since most of it is sanded off?

I would say welding wire remains on the car. Buy a spool, and if you use 1/2, put 1/2 of the price in your budget.
Your "Bondo gets sanded off" argument is compelling. You could probably make the case, but you can't exclude it. If none remained on the car, then you wouldn't need it at all, right?
I've always seen it as 20% concourse, 40% autocross, 40% drags.
(I did not see how some of the examples given added up to 100%, but my eyes are tired.)
Concourse is very important. You could win both of the dynamic events, do poorly in concourse, and not even trophy. Though it's likely that you'd get favorable numbers from the judges after you told them you won both.
The big thing to notice is how the judging numbers looked last year. Let's compare 2015 to 2012. The top scorers were about the same with roughly 5 teams in the 20s, but the average scores were in the toilet for 2015. The mathematical average score in 2012 was 17.8, but only 11.5 in 2015. Yikes! The cars were not of a lesser quality. It was likely a result of the revised judging rules. But this big disparity actually made the concourse scores more important as you went down the line. I've often thought that concourse should be more like 10% of your total.
