The options around 80k are limited. There are good options for much less (s2000, 2zz swap MR2) and more (ferraris and stuff) but the 360 is probably yoir best options if you wanr the supercar feel. There might be a Porsche or two out there around that redline but I don't know. Alfa 4cs can hit 7k but that's not 8. V10 m5? Don't r8s hit 7.5?

Another option to consider is a swap if you're into that? Maserati and Ferrari engines from the 360 generation ferraris and that same generation quattroporte can be found for 10k and under. Pick your favorite chassis and install (would be amazing in an Elise). I bet it could be done for under 80k.

You could also pick a car with a known path to higher revs. Not sure about anything on the high end but for example I know the klze can be built to 8 or 9. There has to be engines out there on the higher end that can be built to 8 or 9. Audi V8s maybe? I think there's a bimmer engine that hits 8 (s54? IIRC)?.

It's an engine, it turns more than 8K, it's available in a (beautiful!) sports car.  That's all that was asked, so it counts. :)

S54 is an awesome engine too, I love mine.  330 at the wheels with intake, header, exhaust, and a tune.

If you want outside the box, what about importing something smallbore from Japan? Not a direct competitor for a Ferrari, but could be fun/unique with a high-revving engine if you don't mind something a little older/slower, like a 20-valve 4A~G or 1JZ, Nissan SR16VE or RB20, Suzuki G13B or K6A, etc.

Why not a BEC (bike engined car). There's plenty of kit cars out there (sylva immediately comes to mind)

Also, Ariel atom v8? I don't know what the prices are but IIRC they have a Hayabusa derived v8 that hits 10k. Light and incredible sounding

If you want to spend money you can get 8k RPM LS based enigines in a Vette chsssis and ruin your ears at will.  This really isn't a big ask.  
 

Nascar has been churning out high revving V8s for 50 years now that make plenty of power.  They were so good the FIA redesigned the two major 24 hour races.

K swapped Miata, K swap turbo Exocet, 911 GT3:  this is easy.

Oldskool can build you a 4age for this too and put it in an MR2.

8k rpm and sub 80k reasonably reliable and available in a manual. 
 

Went through the same thing and bought a manual R8 with the V8. It really is the easy answer. 
 

80k buys you a good pdk 2014+ gen 1.5 coupe or spyder right now with mid range mileage. Manual can be found in a earlier gen 1 coupe as low as 60k with good options and good owner history.

Chassis is more show car than go car. It's not the answer for a serious driver. Better to get a Caterham.

More votes for the S2000 (8.9k FTW), the NSX (8k) or the integra Type R (8.4k).

-You're already familiar with 90's Honda stuff.

-All of them love, or were created for, the track

-Breakdowns will be infrequent, and less expensive, than the more exotic stuff you're looking at

I have a Radical SR1 and I'm a HUGE fan of the Hayabusa motor, but it would be miserable in a street car. The transmission is integral to the motor so it basically works like a dog box. The trannies also weren't built to push heavy things around from a standing start, so you're looking at rebuilds at least every 40k miles. 

S2k seems like it was built for this job.

I would vote for the Lotus Elise / Exige, the 2ZZ-GE is a real screamer but keeps Toyota practicality. S2000 or NSX would also be good options, if you're not doing something totally off kilter like putting a A4 midget racing motor in a '68 Plymouth Barracuda notchback.

Find a $20,000 mint condition Datsun 510, mail a $15,000 check to Rebello engines and another $15,000 check to Troy Ermish to install it and tweak it.  

Bam - $50,000 and your hitting 10,000rpm. Saving you money.   Start at 5:32......

My JDM import goes to 8500 and it's a ton of fun. If I was looking that route, it would be CTR. So much damn fun. I would have got one instead of what I got but I hated the seats and it was double the price of my toy. 

I would actually go AP1 or CR S2000 or NSX given the info.

Also anyone local to the philly region? A elise sounds uber cool but I'm 6"2" with alot of torso. Anyone own a Elise around here i can sit in to see if I'll fit okay ?

Yup, in Birdsboro.  You're welcome to try my NSX or Boxster on for size, but the NSX is on storage insurance until April, so no drives until then, but after that then sure.
