Raspberry PI running Linux and Tunerstudio in dash mode.
7" Raspberry PI touchscreen LCD display and case.
Wireless keyboard/mouse (touchscreen is nice, but for actually doing tuning work, a keyboard is nice)
Tunerstudio's RS-232 to Bluetooth adapter
Bluetooth dongle for raspberry PI.
Custom startup script to start Tunerstudio upon boot.
Should be under $200 all up, cheaper if you shop around and buy used parts, etc.

What he said... I'll add I just got a Raspberry Pi for just that purpose. It is really easy to get going.
I really need to learn the whole Linux with the boot on startup script wizbangery. For now I'm just using a Winbook TW802 running a full tunerstudio install on windows 8.1 I think. It has a full size and micro USB port. I have done a fair bit of tuning with it even without a real keyboard. I don't think the TW802 are around anymore but there are other similar windows tablets that will do just as well for under $100. Mounting can be as easy or complex as you make it.
I don't really have much of a clue when it comes to computers and their components. I'll have search in the forum mentioned above. Thanks.

You can also use an Android Tablet with a bluetooth adapter, its a little easier, but a bit more limited.
