Although all this whining has reminded me of a car I read about years ago in "European Car". IIRC, it was an early '80s 911 that had a built up, newer twin turbo engine. It was the guys daily driver, and he drove it to the track on street legal drag radials and proceeded to run high 9s, dragging the rear bumper down the track. But I'm sure some of you will pick out something wrong with that car too.
It probably wasn't California emissions compliant with that motor swap.. NOT A STREET CAR!

Way back in the 90s, I was working at Maryland International Raceway and Eddie came down for one of the import drag racing events. No trailer.
Eddie Bello ran a chop shop. Not a street car.

Yeah.... none of mine would pass, for reasons anywhere from failing a sniffer test due to a vaccuum leak/fuel solenoid problem that i don't feel like fixing, to horrific rust, to "Are you berkeleying kidding me, that's your berkeleying EXHAUST?!?!?!!"
Then there's the other end of the spectrum. My bone stock Buick regal would not pass CT inspection--back when they had that--because of a 1/16th-gap/crack in the plastic coating over the metal steering wheel.
A Walmart steering wheel cover made it legal. The fact that said cover could slip was irrelevant.

You're joking right? I remove all the smog equipment from my 80 vette within a month of passing smog here in cali and it's my daily driver. One of my rationalizations is honestly, that it saves wear and tear on the smog parts. I'm putting hardly any miles on my smog pump so i don't ever have to worry about it failing come test time .
I used to DD a completely stripped and caged Z28 with open exhaust, got pulled over every so often..... they all asked how fast it was. Never got a ticket. No AC/Heater.
I loved it cept' for the crawling in head first thing, and I stuffed couch pillows in the aluminum racing seat to make it more comfy

Sounds almost exactly like my car. Gets pulled over all the time, like I said, they usually just want a closer look. Never got a ticket in it yet. I call it a "street car" 'cause thats what it is.

What a lot of people are missing in this thread is that this is an organized competition. As such, it was organised to make money for the organizer. The organizer is free to crown the winner with whatever tittle he wants. The winner within the competing group is entittled to wear the crown as a sign of triumph withing this defined group.
The competitors played by the rules that were put forth and the results were what they were.
If someone feels that they have a contest that is more broadly appealing, there is nothing stopping them from organizing the event and crowning their own champion.
I for example, firmly believe that golf should only be played at night in a cactus field. Any day, its gonna catch on.

One of my all time top 10 favorite cars from the first time I read about it 10-15 years ago in relation to the Silver State Classic. It was the same year some guys ran a volvo 850 turbo wagon with some basic IPD stuff: remap, exhaust, sway bars, and good dampers. They ran with 4 or 5 guys in the car at a pretty good clip. Big Red won that year. Did it win last year? I bet it could.
There are a few six and seven second cars driven on the street in Flint. The blue camaro runs low to mid sevens on the strip and quite well on I-475.

This all reminds me of the time that a STREET CAR we built ran it's first nine second ET 9.99's to be exact. As proud pappas, we shared our news with the message board world. One brilliant individual commented that 9.99 isn't a nine second ET, it's a ten second ET.

I would think that if you could get it registered, inspected and insured it would be a street car. When i was a kid my dad built up his 70 Monte Carlo to race at local circle tracks. It had a roller cammed Big Block he got cheep when the Nascar Modifieds went to small blocks, a welded 12 bolt rear a hi stall torque converter, and a bunch of suspension mods and a bit of stagger so it only wanted to turn left. It was still his only street car, and mom's car whenever her's was in the shop. Though I doubt mom liked taking us to school in it as much as we liked going in it.

I know plenty of people who run slicks on the street. Hell one guy in my hometown took his driving test in a Datsun pickup with a 454 big block and drag slicks and passed. Awesome cars.
