The chain tensioners are behind the timing cover.
IME timing chain tensioners don't really go "bad", the chain wears out and the tensioner runs out of travel. Of course, as far as I know only Chrysler bothers to provide a tensioner extension spec.

They are placed at the very top of the engine just under the top of the chain travel so it would appear that they'd be under a Val e cover. But, I've found American engineers are extremely capable of insanely dumb designs

They are nowhere near the valve covers.
If you are referring to the secondary chains, maybe? But it looks like the primary chain needs to be removed first.
I may be misremembering, but I think the factory tech manual includes engine R&R because it takes less time than doing it in the truck.
