Certainly a reasonable repeal, but I can pretty much guarantee you (as a CA resident and based on past and recent behavior) this has almost nothing to do with the love of car culture or historical significance.
Even a blind squirrel finds a nut occasionally. Or in his case, a blind, deaf, dumb, one armed squirrel on a tether.
Most lowriders are very cool people. My best friend for a few years was Chicano, and I appreciate what most of them bring to the table. Don't share their taste in cars, but appreciate the love. I did not know that they were still being hassled. Lord knows that in California we have much bigger fish to fry.

I approve of Lowriders too! And bombs!
I particularly like bombs because it isn't like they are ruining a car that is great to drive. I have great hopes that as the generation that has meticulously restored pre-war Packards and the like ages out that the Bomb community will pick up where they left off and keep these beasts on the road.

Well there is one in the American History Museum in Washington DC. I would post a pic of it but I don't have one without me and my cousin and I can't share pics of her (requested privacy).
This is inherently political any way you look at it. Not the first time an elected official has pandered to the electorate in the hopes of securing votes.

A buddy of mine in high school, little rail thin skater dude.
Got a metallic green (those paint jobs have way more flake but I don't know what it's called), '64 Impala with the white vinyl top on chrome 14" Daytons. It was awesome.
