I'm trying to make sure I found full time power for aftermarket gauges in a 94 Miata.

I tapped into the blue/red but trying to make sure it's actually full hot. When I have the multimeter hooked up with the car off and batter connected, it's showing negative volts. If I turn the key on it's positive.

my thinking is that it should always show positive volts regardless of key position...but I am an electrical noob. Help please??

Use a test light.

It's showing negative volts because it's showing the load from the devices attached to the circuit.

Just how many negative volts do you measure, and what point are you using for ground?
