Any ACE hardware store should have gasket making material (rubber based) in square 4"x4" or 6"x6" sheets in the plumbing department. I've used it for all sorts of things - spring seat insulators, grommets, etc.
I am now thinking that I can safely skip the membrane altogether. The worst that can happen is that the cavity with the fuel filler and vent will get filled with junk. I am not sure I care, and any solution is bound to be inelegant and not fit in the space I have.
Looks like a perfect place for a removable sheet metal tunnel that allows stuff to jus fall out the bottom-or that miata gasket a few pics up.
That's sort of the idea. There will sheet metal tunnel there emulating a stake pocket and that's pretty much what you are saying, I think.
