If you're in the US, SCCA is your best bet IME

depends on what kind of racing you plan to do. 

SCCA license won't do much for you if you want to Rally, for instance.

ARA license won't do anything for you if you want to race on a track....

What's the most widely recognized by the most sanctioning bodies? 

part 2) 

Which one will translate into most valuable others with just a bit of dough? Like if you have an fia or a scca will most others just set you up if you pay without jumping through hoops? 
 

I've got some resources, career experience, and am willing to do what is necessary within reason to facilitate. The goal is to have the most variety of rides in racecars available career wise globally.

I know this is vague, there's something cooking that seems like it's going to be super cool but I can't disclose it at this point.

I should clarify that an FiA International License, Grade C or better + cash will get you nearly any other type of license anywhere in the world at a club or entry-level pro level.
