I need to move my front sway bar downward about 3". To be clear, it's only the middle front part of the sway bar, not the end links. Would square tube work? Has anyone done this? I found one jeep forum guy that did this. But I've got a Celica so it's a little different.

Exactly how its done on trucks generally. A piece of tube to space the stock mounts down.

Pretty much all the forces will be vertical so side forces should not be much of a concern.

Of note, if you want to get fancy, you can have the bar bent. It does not affect the length that much (unless its a huge bend of course).

If square tube you're gonna wanna weld round tube through the bolt thru holes, so tightening the bolts doesn't crush the tubing.

We did this on the 5.0 challenge Miata a couple years ago. Square tube with some plate metal on each end.

For the $2016 5.0 Miata we found a partial monster Miata kit which included the sway bar relocation brackets. Incidentally they were almost identical to what we had made.
