Any ideas how to solve this? Does it mean the airbag will randomly go off, or not work at all? This is my wife's car, she said she would punch me on the dong if the airbag went off and broke her nose or gave her a black eye. I'm suitably worried.

Altho for the age, would you trust a 18yr old steering wheel airbag with being "safe"?

Not necessarily, but what else can you do? Do escort seatbelts have "screamers" like a Miata that you must remove if you remove the airbag?

Air bag module box did nothing but do a low tone "ding" when I purposely broke the clockspring in my Ranger... Unplugged it and the noise went away....
I had that problem turned out to be one of he accelerometers in the front of the car. Unforchantly they are a one year only part that is NLA and the junk yard ones were no better. I finally unplugged the Air bag box and wired the SRS light to the OP light to get through inspection.
SRS light not working or on all the time is a fail in MA inspection.
