The collar is a tight fit on account of how it's what keeps the wheel/axle from pulling out. I suspect you need 20 tons, or heat the collar (200-250f) first.

Heat collar throw bearing in freezer. Steel changes .001in per inch of metal per 100*f
Heat the collar to more like 350F; your oven works well for this.
Have everything ready to go by the press and the bearing already lightly lubed.
Start by gently tapping with a small dead blow or rawhide hammer around the outer race to get the bearing started straight in. Then drive it to bottom w/ the press.
I did this trackside and it worked well.
Shaft end in cooler (preferably with beer). Drink one beer. Rip can in half. Put motor oil in half beer can.
Place bearing in oil in beer can.
Heat can with propane torch by heating the bottom.
Wait til it gets hot and just drop the bearing over the shaft.
Easy peasy...
