My last '99 averaged about 27mpg in mixed driving, no hardtop. My '01 got about 29 mixed with a hardtop, which ties both my '90 and '91's all with hardtops.
For comparison, my MR2 Turbo used to average 27mpg in mixed driving without spooling up the turbo too much, and my 944 Turbo was around 26mpg, also being easy on the turbo. Both of those could get in the low teens if you drove them hard though, and the lowest I ever saw on a Miata was about 20 and that included a half a tank at a track day. My 1st gen MR2s would routinely get 32 to 34 mpg mixed.
