How do they effect wind noise when driving with the windows completely down?
I'm thinking that these could reduce wind noise when driving at the track with the windows down and help to keep the rain out as well.

I have deflectors on two of my vehicles.
My experience is that they affect the quality not the volume. As for keeping rain out while the windows are completely down, ummm, no. The top edge of the glass will have to be pretty close to the bottom edge of the deflector for that to happen.
I have deflectors on a '12 Sierra extended cab. I like to drive w/ the window cracked 3"-4" for fresh air and they are a lot noisier than w/o them. W/ window full down they are still somewhat noisier than w/o. They do keep rain and snow out better than w/o.
I'd rather have them than not on this particular vehicle. I doubt I would ever use them on a track car.
Like oldsaw said, they won't really do anything with the windows all the way down. Are you looking to reduce the turbulence when the windows are down or allow some ventilation with the windows cracked?
I've had them on a few of my last vehicles and they are nice especially when you can leave the windows cracked while parked. It does make a difference in interior temp in a parked car.
I like the AVS (made by LUND) low profile ones. They are functional and don't look as goofy as some of the others.

I have the 'in the channel' AVS on the Xterra, had the external ones on the Trooper. They won't really help with rain uless the window is most of the way up and I don't find the wind noise on the Xterra to be any different from stock, although the externals on the Trooper were audible and to me not objectionable. Like stanger says, their best attribute is allowing hot air to vent while the car is parked.
I have a set on the disco. As somebody who hates Aircon, I find them a real blessing when it rains as I can leave the windows partly open. The Rover is already pretty noisy and not very aerodynamic, so I did not notice any changes in sound levels
Had them on a 95 F150 I had years ago. Liked them. Always left the windows cracked, parked and driving in town. The only time I rolled the windows all the way up was freeway driving and only because of noise at freeway speeds. Noise wasn't a factor at around town speed. Need to find a set for my 16 Tacoma.
I had some on my 95 F150. I really liked them in the rain because they allowed me to puff on a cigar and not engulf the cabin in smoke. No effect on noise. Other than that, I really never used them, but it was a good enough reason for me to have them.
Have them on my Silverado. They make a little more wind noise. The only reason I like them is because I can leave the windows cracked when parked to keep the inside cooler and rain doesn't get in, like everyone else is saying. I don't like them enough to add them to the Tahoe.
