I like the flared wheel lips and pronounced shoulders of the doors.

Where is it? i'll go rescue it and add it to the collection. The collection of "projects that I'll never get to".

Kinda looks like a c2 roadster with the short flat chisels each side, but not quite.

The wheels scream Air Cold Volkswagen to me

The lips on the wheels and the little notch on the back of the seats seem to be the most distinctive features?

The wheels are four lug, so that makes it mid 60s to mid 70s Beetle underpinnings?

Seeing the GM styling exercise photos I was hoping it was Corvair based but they used five lug wheels.

Are those Triumph Vitesse wheels?

Triumphs were body on frame and a popular choice for kit cars back in the day.

60-64 Corvair were 4X4.5"

Some kind of MG kit car?

VW didn't have 4 lug until 1968 and I feel like this is older than that.

Also, the drums have a tall protrusion and a big axle nut that would be very visible

I know it is completely 100% wrong, but it gives me El Tiburon roadster vibes.

I'd say front engine, rear drive. Something small based off Italian or English drivetrains.
