It's an unofficial event.
IIRC, it entailed finding the cheapest local swill from your part of the country and bringing it to the Challenge. People would "taste test" it around the pool on Friday night after the day's events, and the worst beer wins. What do you win? Well... a hangover, probably. But it's fun!!!

ok real rules question on trades
i'm trading a car that i have under $1100 into for my probable entry. how much documentation do i need besides the paper i wrote up with the trade partner? do you need the bill of sale from the $950 car plus the $100 in parts receipts i bought for it?
is the pull a part price list an acceptable form of fmv for stock crap that's been sitting on my garage floor for years like power steering pumps and used questionable transmissions?
More documentation is always better, so I'd love to see the bill of sale and the receipts from the parts you bought for it. Remember–your documentation will be on display for all the other competitors to see, so it's good to have extra in order to dispel any doubts before they turn into protests.
A Pull-a-Part price list really isn't an acceptable form of FMV, I'd like to see eBay auctions, Craigslist postings, or something along those lines that deal with the specific part you're building with.
duly noted, although pull a part prices on the crap i plan to use are probably higher than the stuff sells for on craigslist or ebay

Given the new set of rules for $2014 is a vehicle like this in the spirit of the event? Not having even a pretense of head lights or turn signals would have posed an issue in years past:

I made it out to the Challenge once in $2008 and a couple of failed Challenge projects later I realize it will have been six years. I have this overwhelming temptation to just by that vehicle, spend a weekend getting it running and cleaning it up, and then dragging it down just to hang out with you guys again. Not out to win, just want to be a part of the competition again.

I mean, it had them at one point right? I'd think you could add some cheap, poor-functioning headlights to get back within the letter of the rules. Sort of like just putting them in the trunk, but actually putting them on the front clip/hood.

Don't disagree unevolved, it would be easy enough to throw together some lights and half-baked wiring to have something that I could claim were lights. My point is that I don't see anything in the current rules that would indicate that they are necessary and that's why I'm asking. While the rules encourage us that our cars should have a "finished appearance" as far as I can tell we just need to start with "Any four-wheeled, production-based vehicle that was originally sold as a passenger vehicle" and stay under budget.
Full disclosure: I figure I have about a 10% chance that I'll actually make it to the Challenge this year, but if I do attend it is almost certainly going to be with something I thrashed on for a weekend.

I'm trying to stay out of this (since it is "official") but there have been a lot of past Challengers that did not have functional headlights, including 2 of mine.
There is a pretty obvious example on the main Challenge page (last year's 2nd place finisher).
Since the new rules are "more lax", I can't imagine why this would be an issue.
Ok, So I'm a Newb...But super excited to be building a car for this years challenge. Clarification needed. Do I HAVE to have a Roll Cage? Can I install a Roll Bar instead? and was the other poster correct, it comes out of the $2014 budget?
Next, if I get some random wires/wiring scraps for free (And scraps may be as much as 10' of end roll) do I need to include that in my budget? I want to make sure I'm 100% accurate in my accounting.

There is nothing in the rules which require either a roll cage or a roll bar. If you are planning on going fast in the drags, you'll need these as per NHRA rules. I've never had a cage or bar in any of my Challenge Cars.
Actually there is. The GRM Challenge Rules state: Cars must meet the safety requirements of the host club and the NHRA when running those portions of the event. Do I believe my car will hit lower than 12 seconds? Since it's not running, probably not. But if I get it running, and if budget allows for something crazy like a turbo or NOS or whatever else I find cheap.....Maybe. but I need to know my limits. And i need to know if the Roll Bar falls into my budget or not, so I know how wild to build!
It'd be great if someone "Official" would chime in.
And I re read the rules and I see where a donation has to be treated at Fair market value. So I'm better off buying things cheap or wholesale and submitting the receipt.

Roll Bar: You are correct in that it must be included in the budget and you only need one if you car will be going faster than the times stated in the NHRA rules. Only item exempt from budget in the roll bar padding.
Donation of car: You are also correct in that you need to check the Fair market value and include that into the budget.
