probably because most people use a balaclava, or that's really the intended use with a S helmet.

There are motorsport helmets with removable and washable liners. When I started autocross, I bought the cheapest full face Zamp helmet on the big auction site that had a removable liner.
Helmets are mandatory and that makes sense. Some organizations allow you to wear shorts and short sleeve T-shirts and others require long pants. No big deal. I think the focus should be on the safety and the preparedness of the vehicle. The primary purpose of a tech inspection should be to protect other drivers on the track . For example if you attend a track day with a 65 Mustang with Factory seat belts you will pass Tech inspection however if your Simpson or schroth 5 point harness is 6 years old you fail Tech inspection.

Also consider that motorcycle helmets are used on the street and are thus likely to average a lot more hours of use per month than auto racing ones.
