I took the extra insurance when I used Turo or it goes on his insurance.

Renter pays for Turo Insurance or renter declines it and it goes on his personal insurance.
It's all on your friend. I did an example for you. Did he decline the protection?

Look at the minimum - he's stuck for the first $3000? Is that a lot for hail repair?
If it's like Lyft/Uber, the $3000 is on the car owner or their primary insurance. Turo insurance only kicks in after that amount.
Anecdotal reply, however. My company used to manage claims for Lyft and that's how it worked.
My progressive policy covers me with the same coverage as my own vehicles when I rent from Turo so I always decline coverage. At least - they used to about 16 months ago. Can't say if that is still the same. In my case if I had a vehicle become damaged while in my care it would be my responsibility/my insurance.
Ive done the Turo thing twice. Once I rented a C7 in Phoenix, it was pretty cool BUT it had complete limo tint on it including the windshield and came with expired temp tags. The exhaust was straight piped or damn near. Whatever, roll it. It was super convenient that the pickup and dropoff was in airport short term parking with the keys in the glove box. If you have ever been to Phoenix Sky Harbor you can appreciate the convenience of the pickup and drop off.
The second time I rented a Jeep Gladiator and didnt check it close enough and it was crank windows, manual locks. Didnt even know you could get a Gladiator with crank windows. The vehicle itself was fine. Pickup was in off-site airport parking, drop off was meet at a gas station near the airport, I drove it to the drop off gate and the owner followed me in another car and had his driver jump out once I was dropped off at the airport.
Both experiences were pretty good and got me a cool car at a good price but I dont know if I would do it again. I rented a Polestar 1 in California from Hertz for less than the cost of a Camry with President's Circle or whatever they call it and there is no stress at all with a mainstream rental company.
A couple years ago I looked into it and now accept the Turo insurance. CC companies don't cover it since it's not what they consider a rental company car. My own insurance didn't want to, either.
