None of my local dealers carry anything resembling stripped trucks, they rarely have a regular cab in stock. I'd have to go talk to a salesperson and be serious about buying before they would waste their time on it. It would almost certainly be an ordered truck unless they could find one elsewhere in another dealer's inventory that was taking up lot space. You should have seen my sales guy trying to find a GMC Canyon crew cab anywhere with the long bed, and I wasn't looking at stripped ones. I could have had my choice of several million short boxes. For Chevies I would search dealer inventories looking for"WT" trim level (work truck).
Look for a place that sells fleet/ contractor trucks. Other than that walk into the local dealer and tell them what you want. Sometimes it cheaper to buy a mid-line truck as they tend to have more wiggle room.
How about a nationwide search on autotrader for truck, 4wd, new, price up to $25k? This appears to be the cheapest full size 4x4 new truck:
Don't know of any new full-size trucks that have a manual option. Stripper options exist, likely to be a long-bed regular cab. Chance you'd have to order one, but you can at least build GM ones on the Chevy website.

I stand corrected. Just checked the local Ford dealer...of 473 F150s in stock, only two are priced under $30K with current discounts. Cevy dealer has three WTs under $30K, two are double cabs, one is a standard cab.
Ram Classic has some pretty strong incentives right now. My guess is thats the way to go.

That has to be the cheapest new one...has A/C, a V-8, cruise, heated mirrors, backup camera & more. If'n I was lookin' I'd be plannin' a trip to Maryland...
A few years ago Jalopnik compiled a list of the highest horsepower-per-dollar vehicles. The Ram Tradesman was number one, with something like 390 horsepower for around 30 grand IIRC. Pretty crazy value in some of these lower end trucks, especially since trucks hold value better than most cars.
Out of 105,000+ 2020 Ford F150 listings on Cargurus, only *4* are listed as manual transmission. And wouldn't you know it, the only two with pictures are automatics. I assume that they're all four just mistaken listings.

Keep in mind, its the cheapest advertised truck. Dealers love to throw on every conceivable rebate so they can advertise the lowest price but good luck qualifying for all of them:

Work trucks make money on volume since they are all stripper models and don't have $10k+ on options. A large volume dealer usually has a fleet/commercial sales team.
Look for old inventory? My uncle got a 2017 silverado stripper model 5.3 4x4 with locking rear diff. It was a cancelled order for someone and it sat forever. He bought it at the end of 2018 for 23ish.

Not new, but Fastenal sells their trucks after just a couple years.
Almost always white, vinyl floor regular cabs with no options.

According to FuelEconomy.gov there are no manual trans full size pickups. Dodge was the final holdout with a G56 behind the 6.7 but even that is gone.

I like cars.com and look back 1-2 years from current but leave search criteria as new. You can hunt down to new old stock amd then switch to the individual dealer site as you find prospects. The you can see the days on hand to know how long it's been on the dealer's inventory. Then, critical point here, call the dealership and ONLY speak to the internet sales manager. They will try to re rpute you to normal sales staff. Stay the course and make your offers to the internet sales manager. This is the only sales person in the building measured on volume not revenue. They are the last resort for slow inventory. Do it all on the phone and make your best verbal deal, you van always back out when you go to pickup and sign. I like harsh lowballs an hr before closing near the end of the month or preferably quarter.
In general this is where the new deals are, always a bit confrontational but leaves you cheddar in your pocket.
I would buy this - not many options but the 5.3 V8 and posi. If it was me I might add a few options. Then I would throw aftermarket parts on it, get a starched white shirt and a cowboy hat.

GM never offered a stick shift with the 1500 Silverado's in 2016 but my owners manual shows a stick shift and an explanation on how to shift a manual transmission. Somebody got a stick in 2016 somewhere in the world.

I guess it depends what you mean by "stripper-models". This one seems pretty basic, with a stick transmission, plain steel wheels, cloth interior and soft top. It's under $29k.
