They were pretty common on early 70's Volvo, but I'm pretty sure I've seen them elsewhere too. They must have been an aftermarket European wheel, I presume?
The wheel posted by SEADave isn't an exact match. The OP's wheel does look to have been welded to the wheel below it, so it must be steel. I have seen very similar wheels too, i just can't quite place where.

looks like a steel rim with an aluminum center section, like how the old Cragar SS and Keystone Klassic wheels were made.. never did figure out what kind of sorcery was involved in welding those wheels together..
