My initial impression is some sort of stylized one-off but a Corvair underneath. I'm getting that vibe from the door and the vent window. Also no front grill. But, this then makes the side pipes some sort of poser-ad-on. Also, there is a trunk mounted fuel door on the silver car that wouldn't jive with a Corvair.
Wheels appear to be Borranis so Ferrari maybe (one that has been butchered)? But then the Italians were notorious for creating one offs that looked like the product of a bad dream.
I see Studebaker Hawk in greenhouse and front fender vents, but the nose and tail and rear glass are "different"
The dash looks big-3 domestic and the nose is fugly enough that I'm going to say custom...
But the quality of the removable hardtop (headliner, etc.) and the wheels suggests high-end something.

If the top is removable, that's part of the customization. Check front fender vent, fender and door body line, and interior view of rear quarter window.
