Or a subtle warning / "disclosure".

I would want a multiuse facility (oval, road course, drag strip) if I could afford such a thing. And - location, location, location. Too close to a population and it ends up as a housing development. Too far and not enough people to pay to watch. And in a climate where it could be used 365 days per year.
