Max recoup used to be $1000. Now with it potentially being raised, you can completely zero out your car from your budget.
Trades, I'm a bit murky on, but if you trade (for example) a set of cylinder heads you can't just leave it as no-cost, you have to have the value included.
My understanding was
Max Recoup+FMV of all trades (self or public) is $2000.
It was not clear if the Recoup limit of = Vehicle purchase still applies.
I never even hit the original $1k recoup on the Lotus. I might have to convert my cats into a cage and nitrous.

I generally share this understanding, although I did suggest separating the two, ie keeping $1k money recoup and limiting total trades to $1k.
whichever way it goes, either $2k for "recoup plus trades" or $1k for each, it's all good by me.
