I have a friend that is looking for a new car and since my newest is a 2000 I figured I would get the hives opinion.
He has a Hyundai that has given him a hell of a time, the engine has already been replaced and other problems have plagued it.
He's not very picky, something with great mileage and low cost of ownership are his only 2 must haves.
So, what would you recommend?
Damn, I was going to suggest a base 370Z.
Does he need 2drs? 4drs? Hatch? Plowed city streets or rural highways?
A 2008 Camry?

Miata. Not sure of the current canadian pesos to usd exchange but i think he could get a few miatas, half dozen maybe? Or just the nicest one he can find.

Sounds like he sees cars as a appliance, rather than something fun. Nothing wrong with that. The logical choice is the most reliable, cheapest to insure and fix, best fuel economy he can find.
Camry,Corolla, Prius, Civic, Accord. These cars were built for his type of people. Buy nice example, bring maintenance up to date and be good to go.
If he is a non-enthusiast, the two vehicles easiest to recommend are either Honda CRV or Toyota Rav4.
No one doesn't like them and they are very reliable.

30k wont buy you much in Canada...cause higher prices due to lower volumes and 13% sales tax. Miatas are 45K in the driveway. FRS 32K when I bought mine in 2013.
Pretty much stuck with the Civic or Mazda 3 line-up netting at mid to high twenties once in the driveway.
I would actually go for a 4 or so year old hybrid Accord, Altima, Fusion, etc., whatever newish hybrid was around 26-28K CAD.

He sounds like a potential lease candidate ( depending on how the financial aspects of leasing a vehicle in Canada).
Get the best lease deal he can from a manufacturer that offers free maintenance for a couple years.
After the lease is up, repeat again.
As long as his mileage is low enough for a lease, this would keep him in warranty. That $30k CAD could stretch out 8-10 years with minimal maintenance or repair cost.

Prius. Reliable as the sun. Boring. Cheap. Great mileage. It knows its role.
I'm going to throw a weird one out there. A used Lexus CT200h. Like a Prius, just nicer in pretty much every way.
You could almost afford a new Mitsu Mirage for that $30k in Monopoly money now couldn't you? 
Naturally I am just teasing, the correct answer will probably lie in your specific region's climate.
