A friend asked me about this for Vin check. Didn't know it existed. Looking at their site prices are a better deal than carfax.
Anyone have any experience good or bad?

I have not heard of them but the bottom of their page says:
Bumper reports are based upon data available and may include historical accident records from 22 state-level agencies, including Alaska, Arizona, Connecticut, Florida, Idaho, Illinois, Iowa, Kansas, Kentucky, Maryland, Mississippi, Missouri, Nevada, New Jersey, New Mexico, New York, Ohio, Rhode Island, Texas, Vermont, Washington and Wyoming, to the extent such specific data is available. Bumper may not have the complete historical records of every vehicle.
22 Sates is not half the states and with one of the 22 being Alaska it is quite a bit less than half the continental US. You're in Ohio and it's one of the 22 which seems good but all your surrounding states (PA, WV, IN, MI) are not (but KY is.)
EDIT: I have no idea is the other big name in the business uses more than 22 states.
