I have a cast metal patio chair with one leg broken off.

The metal looks very crystalline at the break, but the chair looks to be made of several pieces welded or brazed together.

Can I weld this type of metal?

It was probably brazed. You could probably braze that back together with some aluma-weld rod and a decent torch. Trickiest part of using that type of product is getting the parts clean enough and then hot enough to get the material to flow.

You might also want to add some sort of bracing to the backside of that leg to help distribute the load

Yes.. You can weld it.

Non ferrous right? Aluminum brazing rod.

It will work but you need to bevel the edges a bit and then add reinforcement to the back side and braze that to the leg as well.
